Reliability Committee -

The Reliability Committee (Committee) serves as the overall technical advisory body for ReliabilityFirst to address the reliability related activities required by the NERC Rules of Procedure and regional delegation agreement via review and discussion of the regional activities, and may make recommendations for improvements or enhancements. The Committee provides a forum in which to debate technical issues associated with the reliability of the Bulk Power System. The Committee is responsible for the scope and production of regional reliability assessments. Representatives to this Committee typically have a planning or operations background or responsibilities. Jeff Mitchell (jeff.mitchell@rfirst.org) is the staff facilitator for this group.


Resource Assessment Subcommittee -

This Subcommittee serves as the subject matter expert body to address the generation and resource reliability related activities of ReliabilityFirst. The RAS provides a forum in which to debate generation and resource issues associated with the reliability of the Bulk Power System. The RAS is responsible to develop the parameters and objectives to guide ReliabilityFirst’s assessment of the resource adequacy of the region and for the production of regional resource reliability assessments. Representatives to this subcommittee typically have a resource planning background and responsibilities. Paul Kure (paul.kure@rfirst.org) is the staff facilitator for this group.


Transmission Performance Subcommittee -

This Subcommittee serves as the subject matter expert body to address the transmission reliability related activities of ReliabilityFirst. The TPS provides a forum in which to debate transmission issues associated with the reliability of the Bulk Power System. The TPS is responsible to develop the parameters and objectives to guide ReliabilityFirst’s assessment of the future transmission performance of the region and for the production of regional transmission reliability assessments. Representatives to this subcommittee typically have a transmission planning background and responsibilities. FERC Orders 888, 889, and 2004 code of conduct apply to TPS proceedings; therefore, representatives from the Supplier sector are not be permitted to participate in this Subcommittee’s proceedings. Ray Mason (ray.mason@rfirst.org) is the staff facilitator for this group.


Protection Subcommittee -

This Subcommittee serves as the subject matter expert body to address the generation and transmission protection reliability related activities of ReliabilityFirst. The PS provides a forum in which to debate generation and transmission protection related issues associated with the reliability of the Bulk Power System. Representatives to this subcommittee typically have a generation and/or transmission protection background and responsibilities. Bill Crossland (bill.crossland@rfirst.org) is the staff facilitator for this group.


Operations Subcommittee -

This Subcommittee serves as the subject matter expert body to address real-time system operational reliability issues and related activities of ReliabilityFirst. The OS provides a forum in which to debate transmission system operational related issues associated with the reliability of the Bulk Power System. Representatives to this subcommittee typically have systems operation experience (i.e., operator, supervisor, etc.) and responsibilities; and are the contacts with ReliabilityFirst for system operational data collection and information dissemination. John Idzior (john.idzior@rfirst.org) is the staff facilitator for this group.


Power Flow Model Technical Discussion Forum -

Provides a forum for technical discussion related to power flow model data to support ERAG MMWG and other regional base case model building efforts and data collection/dissemination. Power flow base cases are built through the ERAG MMWG processes and procedures (required under NERC Standard MOD-010-0 and -011-0) and also through interregional efforts to update seasonal base case data. Additional base cases may be developed on an as-needed basis. John Idzior (john.idzior@rfirst.org) is the staff facilitator for this group.


Dynamic Model Technical Discussion Form -

Provides a forum for technical discussion related to dynamic modeling data to support the ERAG MMWG and other regional dynamic base case model building efforts and data collection/dissemination. Collection of such data is mandated by NERC Standard MOD-013 and providing it is mandated by MOD-012. John Idzior (john.idzior@rfirst.org) is the staff facilitator for this group.


SPS Review Team -

In the ReliabilityFirst region, the review of Special Protection Systems is a joint responsibility of the Transmission Performance Subcommittee (TPS) and Protection Subcommittee (PS). The TPS and PS have delegated this responsibility to a review team consisting of three members designated by each group. The ReliabilityFirst SPS review procedure is available on this page.
