Reliability Committee -

ReliabilityFirst has reconstituted its Reliability Committee (RC) [as of July 2017] to address some issues and provide greater value and benefit to RF and its Registered Entities. To that end, the RC will now be a group of stakeholder companies (i.e., Registered Entities) who want to actively participate on the reconstituted RC to address reliability of the Bulk Electric System. The Reliability Committee is made up of mid-level management for planning, operations, or other technical areas. 

 

A summary of the Committee’s projected responsibilities going forward are:

 

  • Providing assignments to and oversight of the Subcommittees and Task Forces. (Currently, the Generator Subcommittee, Protection Subcommittee, and Transmission Performance Subcommittee.)

  • Reviewing and approving the deliverables (e.g., reports and studies) from the Subcommittees and Task Forces for presentation to the Board.

  • Providing a forum for Member discussion on technical reliability issues to promote stakeholder understanding, learning, and improvement.

  • Providing technical support, expertise, and guidance to the ReliabilityFirst staff to carry out its duties.

  • Conducting seminars and workshops to increase awareness of issues, promote learning, and foster relationships. 

 

This new RC will consist of only those folks who want to actively participate. Each Registered Entity company may have one RC member and one alternate. However, if your company rep(s) on the RC miss two consecutive meetings, you would be dropped from the RC membership. This is being done to promote active and engaged participation on the group. Note that we are not asking for one representative from each company, but rather those who will be actively engaged on this Committee. Being a member of the new RC is totally voluntary.

Generator Subcommittee (GS) -

This Subcommittee serves as the subject matter exert body to address the generator and generating plant reliability related activities of ReliabilityFirst. The GS provides a forum in which to discuss generator issues associated with the reliability of the Bulk Power System. This Subcommittee also provides the opportunity to debate current issues, share lessons learned, and discuss success stories and near-misses in a technical forum. Representatives to this Subcommittee typically have a generating plant background and responsibilities. Tim Fryfogle (tim.fryfogle@rfirst.org) is the staff facilitator for this group.

 

Protection Subcommittee -

This Subcommittee serves as the subject matter expert body to address the generation and transmission protection reliability related activities of ReliabilityFirst. The PS provides a forum in which to debate generation and transmission protection related issues associated with the reliability of the Bulk Power System. Representatives to this subcommittee typically have a generation and/or transmission protection background and responsibilities. Bill Crossland (bill.crossland@rfirst.org) is the staff facilitator for this group.


Transmission Performance Subcommittee -

This Subcommittee serves as the subject matter expert body to address the transmission reliability related activities of ReliabilityFirst. The TPS provides a forum in which to debate transmission issues associated with the reliability of the Bulk Power System. The TPS is responsible to develop the parameters and objectives to guide ReliabilityFirst’s assessment of the future transmission performance of the region and for the production of regional transmission reliability assessments. Representatives to this subcommittee typically have a transmission planning background and responsibilities. FERC Orders 888, 889, and 2004 code of conduct apply to TPS proceedings; therefore, representatives from the Supplier sector are not be permitted to participate in this Subcommittee’s proceedings. Ray Mason (ray.mason@rfirst.org) is the staff facilitator for this group.


SPS Review Team -

In the ReliabilityFirst region, the review of Special Protection Systems is a joint responsibility of the Transmission Performance Subcommittee (TPS) and Protection Subcommittee (PS). The TPS and PS have delegated this responsibility to a review team consisting of three members designated by each group. The ReliabilityFirst SPS review procedure is available on this page.
